Lightning Review is an application that is installed and used on the client PC.
There is no need to prepare a separate server.
Also, it is not a web application.
Information registered and managed on the tool is managed as "review files" on a file-by-file basis, similar to Word or Excel.
By storing review files in a shared folder, reviews by multiple users can be efficiently conducted.

Can multiple people use it?
